I tried unlinking and relinking and it happens again.
It happens with all types of files but only with the newly added ones. Even if I try to open them after they were initially synced. But afterwards (I can't figure out when exactly - subsequently a couple of hours of after restart) they go bachelor to be edited.
And so it actually looks they just afterwards being saved to the local OneDrive folder files are being decorated with OneDrive app which blocks other applications from making changes to it (files are marked every bit read just)

It was 1809. I take uninstalled and reinstalled both Office and OneDrive. AddIns disabled. Still the same

When I open information technology from within Excel app information technology opens as read only.
And information technology opens fine online.
